(a) Department: The Wyoming Department of Education.
(b) School District: A body corporate organized under the laws of the State of Wyoming and operating either as an elementary school district or a unified school district as those terms are defined in W.S. 21-3-102 and W.S. W.S. W.S. 21-3-104 respectively.
(c) Professional Fees: Those reasonable and necessary charges for legal, accounting, and other professional services provided to school districts by qualified practitioners licensed by the State of Wyoming or its political subdivisions.
