(a) Applications shall be submitted to the Board by the applicant(s) for its review and recommendations. A recommendation of the Board requires a majority vote of a quorum of the Board.
(b) After considering the merits of each application, the Board shall grant the entire request, grant a portion of the request, call for additional information, delay action on the request to allow time to investigate and/or determine the applicant's qualifications, or deny the request.
(c) The Board shall not grant funds in excess of the interest and income available.
(d) Continuing projects will be considered by the Board and either granted or denied funds prior to consideration of new projects.
