Section 7-1 - Presence or Absence of Document and Date

If the division's records reflect that an act was done or a document sent and the date of same, such records are evidence that the act was done or document sent and that it occurred the date shown in the records. The absence of an entry in the division's records showing that an act was done or a document sent is evidence that it did not occur.
