a. All anchor testers shall be inspected at least annually by the Occupational Health and Safety Department. - (1) A twelve (12) month certification shall be issued to each anchor tester which meets the requirements of these rules and regulations.
- (2) The owner of the anchor tester shall be responsible for requesting inspection of his tester at least thirty (30) days prior to the. expiration date of his certification.
- (3) An on-site or in-field inspection which verifies compliance with these requirements will result in a new twelve (12) month certification being issued from the date of the inspection.
b. The accuracy of pull indicators) (recorder, meter, etc.) shall be checked and certified annually, by an independent testing agency. - (1) Proof of pull indicator's testing and certification shall be available on the tester at all times.
- (2) The pull indicator must be within t 4% of the reading on the Department's dynamometer when the dynamometer is attached in-line with the cable or hydraulic pulling device at an anchor or other suitable device and the required tension is applied to the pulling device.
- (3) Adjustment of the tester's pull indicator with the Department's dynamometer may be performed at the time of the certification inspection.
c. The certification pull test shall be made at 20,000# pull, which shall be held for two (2) minutes after all creep has stopped.
d. Adjustments to the tester or working parts thereof shall not be made while there is a load on the pulling device, except to make permissible adjustments of the pull indicator with the Department's dynamometer.
