a. "Anchor Tester" (or 'TESTER") shall mean the mechanical device and its conveyance used to test and certify the integrity of anchors.
b. "Anchor(s)" shall mean device(s) implanted or buried in the ground to which a wind guy is intended to be attached. (Sometimes referred to as "deadman".)
c. "Cable Anchor Tester" shall mean an anchor tester which uses wire rope attached to a power-operated winch or drum to apply tension to the anchor during a pull test.
d. "Competent Person" means one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous or dangerous to employees and who has authorization to take prompt corrective measures to eliminate them or who can recommend directly to persons in authority that such corrective measures be taken.
e. "Department" shall mean the State of Wyoming Occupational Health and Safety Department.
f. "Hydraulic Anchor Tester" shall mean an anchor tester which utilizes a hydraulic cylinders) to apply tension to an anchor during a pull test.
