(a) The Commission shall meet as often as necessary to carry out its duties, but in no instance shall it meet less than semi-annually.
(b) Special meetings may be called by the Chairman or shaIl be called upon the request of three-fifths of the membership.
(c) A majority of the members shall constitute a quorum of any meeting of the Commission.
(d) The regular spring meeting shall be known as the Annual Meeting and shall be for the purpose of electing officers or for any other business that may arise.
