(a) If the Secretary receives a certification from CSE that an obligor owes arrearages of at least $2,500.00, the Secretary shall transmit the certification to the Secretary of State who shall refuse to issue a passport to the obligor.
(b) The Secretary of State may take action to revoke, restrict or limit a passport previously issued to such an individual.
(c) Obligors are not automatically removed from the federal passport denial, revocation or restriction program when the debt drops below $2,500.00.
