Boundaries of the four water divisions are defined by W.S. 41-3-501. Each division is further subdivided into water commissioner districts by the Board, pursuant to W.S. W.S. W.S. 41-3-601. Any one stream system of "practicable administrative scope" is to be included within a single district. Each district is to be supervised by a hydrographer commissioner or water commissioner appointed by the Governor from among persons recommended by the superintendent of the water division in which the district is located.
