The Secretary shall then assign it a number and enter the proceeding, with the date of its filing, on a separate page of a docket provided for such purposes. The Secretary shall establish a separate file for each such docketed case, in which shall be systematically placed all papers, pleadings, documents, transcripts and evidence pertaining thereto, and all such items shall have noted thereon the docket number assigned and date of filing.
