Notices shall be as prescribed by the Statutes found in Chapter III of the Board of Control portion of the Manual of Regulations and Instructions and shall be served as therein provided. When private persons are the moving parties, other parties to the proceedings shall he given prompt notice of issues controverted in fact or law. When the hearing is initiated by the Hearing Officer, he may require responsive pleadings.
