Proceedings before a Hearing Officer shall be conducted in accordance with the rules of practice and procedure contained in the Rules of Civil Procedure of the State of Wyoming, insofar as the same may be applicable and not inconsistent with the laws of the State of Wyoming, including the Administrative Procedure Act (Sections 9 - 276.19 through 9 - 276.33 (Laws 1965), Wyoming Statutes 1957), and those pertaining in particular to the State Board of Control, the State Engineer and the Superintendents of the Water Divisions. For the application of such Rules of Civil Procedure, the Deputy State Engineer is designated as the Clerk as in the relationship of a Clerk of Court to a Court.
