The Board shall, following the hearing, make and enter a written decision and order containing findings of fact and conclusions of law, stated separately. The Board may request a recommended decision from the hearing officer.
(a) Unless otherwise ordered by the Board, all decisions of the Board shall be effective as of the date of issuance of the written decision and order.
