The Commission shall by rule adopt a matrix of relevant scoring factors which shall control selection of Contractor(s) for all Cornmission-funded remedies. This matrix may be developed as the result of an interest-based session (IBS) to obtain as much statewide consensus on the proper approach as possible. Until such time as a matrix is adopted in rule, scoring matrices and other contractor selection tools shall only be as approved by the Commission on a remedy-specific basis. The Commission shall develop and maintain a thorough written record of the bases upon which all contractor selection decisions are made.
