These regulations are promulgated pursuant to Wyoming Statutes (W.S.) 35-11-101 through 35-11-1803, specifically 302(a)(i) and 302(b)(i) and (ii), and no person shall cause, threaten or allow violation of a surface water quality standard contained herein. Nothing in this definition is intended to expand the scope of the Environmental Quality Act, defined at W.S. W.S. 35-11-103(a)(xiii) and limited in W. S. 35-11-1104, nor do these regulations supersede or abrogate the authority of the state to appropriate quantities of water for beneficial uses.
