The Rules and Regulations contained herein shall apply to any person, government or governmental subdivision, corporation, organization, partnership, business trust, association, district or other entity involved in any aspect of the management, control or disposal of solid waste. Section 11. c. (i) of these regulations are effective upon final approval of a state program pursuant to P.L. 95-87.1
