The Board shall meet at least quarterly, or more frequently at the call of the Chairman. Meetings are open to the public. A majority of the members constitutes a quorum for the transaction of official business. Minutes shall be kept of all meetings and signed by the Chairman, which minutes shall be preserved by the Office of the Purchasing & Property Control Division.
