The Board members representing the employees shall be elected for terms of two (2) years. Elections shall be held between May 1 and May 31 in odd-numbered years. The Board will conduct the elections in accordance with the following procedure.
(a) By March 1 of the election year, the Board will cause to be distributed election information and instructions to all employees who are enrolled in the health insurance plan at the time of the election. This information will indicate that an election will be held, and will request nominations to be returned to the Board.
(b) Nominations for employee board members must be received in the Board's office on or before April 1 of the election year. Nominations received after that date will not be considered.
(c) Upon receipt of a nomination, the Board, its executive director or staff, will verify that the person nominated is eligible to serve as a board member. Onfy those employees who are enrolled in the health insurance plan at the time of the election are eligible.
(d) The Board, its executive director or staff will then mail a letter to the nominee, notifying him that he has been nominated, and asking him to provide a brief summary of qualifications to include on the ballot. Said summary shall be no longer than 60 words. Summaries in excess of the permitted length will be edited by the two (2) state officials designated as board members by W.S. 9-3-204(a). The summary must be received in the Board's office on or before April 15 of the election year.
(e) The Board will then cause to be printed a ballot containing names will be rotated on the ballots.
(f) By May 1 of the election year, the Board will cause the ballots to be distributed, through agencies, to all employees who are enrolled in the health insurance plan at the time of the election are entitled to vote. Ballots will be shuffled before mailing to the agencies.
(g) Completed ballots must be received in the Board's office on or before May 31 of the election year. Ballots received after that date will not be considered.
(h) The Board shall meet thirty (30) days after each biennial election of the representatives of the state employees, and at the meeting, the Board shall select a chairman and a vice-chairman from among its members, who shall serve until their successors are selected. The Board's executive director shall serve as secretary.
