Unless otherwise defined in the State Employees' and Officials' Group Insurance Act or these rules, words in the act or these rules shall be given their ordinary meaning. A dictionary may be used to determine ordinary meaning.
(a) Board means the Wyoming State Employees' and Officials' Group Insurance Board of Administration.
(b) Carrier means the entity or entities defined in Section 9-3-203(a)(ii), which has or have contracted with the Board to provide a plan of group insurance coverage for state employees and officials.
(c) Claimant means the person seeking review of a disputed matter before the Board. A claimant may be a state employee, a state official, the carrier or other aggrieved party.
(d) Hearing means the procedure by which and the proceeding at which the Board resolves disputes presented by a claimant.
