Upon issuance of the certified allocation, the preference allocation shall be vacated up to the amount of the certified allocation. Any unused preference allocation shall expire upon issuance of the certified allocation and shall revert to the general allocation pool, where it shall be subject to application for a new preference allocation or a carryforward allocation.
