These are department rules in addition to the requirements in 29 CFR 1910.25 and 1910.26:
(1) APPLICATION. The requirements of 29 CFR 1910.25 and 1910.26 also apply to portable fiberglass ladders.(2) USE OF LADDERS. No portable ladder may be used to gain access to a roof, floor or platform, unless the top of the ladder extends at least 3 feet above the point of support.Wis. Admin.
