Residents of Wisconsin and Michigan holding a resident fishing license from their respective states, or residents of other states holding a non-resident fishing license issued by Wisconsin or Michigan, may, in conformity with this chapter, fish by hook and line; spear and use dip nets to take minnows and rough fish in the Wisconsin-Michigan boundary waters.
