Any participant who charges a fee for bonus permits issued under this subchapter in violation of s. NR m 10.104(9) (a), or who fails to keep records or make reports to the department as required under this chapter, shall be denied any benefits of enrollment in the program for the calendar year in which the failure was identified and be ineligible to participate for up to two years subsequent to that.
