An applicant may request an exemption from any of the requirements of this chapter by submitting a written request and justification for an exemption. Exemption requests shall be reviewed by the department with particular regard to any potential nuisance, hazard to public health or safety, or potential degradation of the environment. Any exemptions granted by the department shall be in writing, stating the reasons for the exemption.
