If the grantee fails to adopt the maps developed as a result of the grant project as official floodplain or shoreland zoning maps, or fails to adopt any necessary ordinances or amendments within 6 months after the department has approved the maps, without adequate justification as determined by the department, the grantee may not receive any further state funds under this chapter and shall be required to reimburse the department for state funds already received under this chapter.
