The purpose of this subchapter is to establish water quality standards for temperature pursuant to s. 281.15(1), Stats. Water quality standards for temperature shall protect fish and other aquatic life from mortality, immobilization, loss of equilibrium, impaired growth, adverse reproductive effects, and other sub-lethal effects.
