Section NR 465.44 - General compliance requirements(1) WHAT ARE MY GENERAL REQUIREMENTS FOR COMPLYING WITH THIS SUBCHAPTER? (a) You shall be in compliance with the emission limits in this subchapter as specified in subds. 1. and 2. 1. Any coating operation or operations for which you use the compliant material option or the emission rate without add-on controls option shall be, as specified in s. NR 465.43(2) (a) and (b), in compliance with the applicable emission limit in s. NR 465.43(1) at all times.2. Any coating operation or operations for which you use the emission rate with add-on controls option shall be, as specified in s. NR 465.43(2) (c), in compliance with the emission limits as specified in subd. 2. a. to c. a. The coating operation or operations shall be in compliance with the applicable emission limit in s. NR 465.43(1) at all times except during periods of startup, shutdown and malfunction.b. The coating operation or operations shall be in compliance with the operating limits for emission capture systems and add-on control devices required by s. NR 465.43(3) at all times except during periods of startup, shutdown and malfunction, and except for solvent recovery systems for which you conduct liquid-liquid material balances according to s. NR 465.48(2) (j).c. The coating operation or operations shall be in compliance with the work practice standards in s. NR 465.43(4) at all times.(b) You shall always operate and maintain your affected source, including all air pollution control and monitoring equipment you use for purposes of complying with this subchapter, according to the provisions in s. NR 460.05(4) (a) 1.(c) If your affected source uses an emission capture system and add-on control device, you shall develop and implement a written startup, shutdown and malfunction plan according to the provisions in s. NR 460.05(4) (c). The plan shall address the startup, shutdown and corrective actions in the event of a malfunction of the emission capture system or the add-on control device. The plan shall also address any coating operation equipment that may cause increased emissions or that would affect capture efficiency if the process equipment malfunctions, such as conveyors that move parts among enclosures.(2) WHAT PARTS OF THE GENERAL PROVISIONS APPLY TO ME? You shall comply with the applicable general provisions requirements in ch. NR 460. Appendix MMMM in ch. NR 460 shows which parts of the general provisions in ch. NR 460 apply to you.Wis. Admin.
