Section DHS 61.10 - Eligibility for service

In accordance with Title VI and Title IX of the Civil Rights Act and the Rehabilitation Act of 1973, services shall be available and accessible and no person shall be denied service or discriminated against on the basis of sex, race, color, creed, disability, age, location, or ability to pay.
