Section Adm 20.01 - Authority(1) Section 16.004, Stats., empowers the department of administration to adopt rules for administering the department and performing the duties assigned to it.(2) These rules shall apply whenever the department of administration exercises its powers and duties prescribed in s. 16.85, Stats., to award and contract to a private architect/engineer who will be retained to provide professional services to the state of Wisconsin.Wis.
