Section 95-3-2 - Administration, Organization, and Management2.1. Philosophy, Goals and Policies. A written statement shall be prepared by the authority having jurisdiction that describes the philosophy, goals and policies of the facilities under its control, and which is reviewed annually and updated as necessary. This statement is made available to staff, inmates and the general public.2.2. Facility Administrator. The facility administrator shall be managed by a single administrator to whom all employees or units of management are responsible.2.3. Appointment. The facility administrator shall be appointed by the chief executive officer or governing board of the authority having jurisdiction.2.4. Qualifications. The education, operational and administrative qualifications of the facility administrator shall be stated in writing.2.5. Operations Manual. There shall be a written operations manual that delineates the procedures for operating and maintaining the facility. The manual shall be made available to employees, reviewed annually and updated as needed.2.6. Legal Assistance. Legal assistance shall be available to the administrator and other staff as needed in the performance of their duties.
