1.1. Scope. This legislative rule establishes minimum standards and procedures for jail facilities in West Virginia. The standards as developed for construction, operation and maintenance of jail facilities only apply to jail facilities completed after April 5, 1988, but shall serve as guidelines for any jail facility in operation before that date.1.2. This legislative rule repeals and replaces 95CSR1 "West Virginia Minimum Standards for Construction, Operation, and Maintenance of Jails" which was filed on March 28, 1995 and which became effective on March 28, 1995.
