Section 92-1-13 - Severability13.1. These rules are considered to be severable. In the event these rules are inconsistent with or contrary to any applicable statute, the provisions of the statute shall be applied.13.2. No error in either the admission or the exclusion of evidence; no error or defect in any ruling or order; or in any act or omission by the Parole Board, Panel, or by any of the parties; shall be grounds for granting a new hearing, for vacating, modifying, or for otherwise disturbing a decision or order, unless refusal to take such action is inconsistent with the fair administration of justice. Any error, defect, irregularity, or variance, which does not affect substantial rights, may be disregarded.13.3. These rules, including any time frames herein, are intended to serve only as guidelines for procedural functions of the Parole Board and its Panels. Nothing herein is intended to vest any person with any right, substantive or otherwise, which is greater than otherwise existing in law.
