Section 91-15-2 - Application and Enforcement2.1. Application. -- This legislative rule applies to all persons involved in the West Virginia Safety and Treatment Program administered by the Division of Motor Vehicles pursuant to W. Va. Code § 17C-5A-3.2.2. Enforcement. -- Enforcement of this legislative rule is vested with the Commissioner of Motor Vehicles.
