Section 91-10-2 - Definitions2.1. Handicapped parking permit means either the special license plate or removable windshield placard issued under the provisions of W. Va. Code § 17C-13-6 meeting the specifications prescribed in Federal Rule 23 CFR Part 1235.2.2. Licensed Physician - means any allopathic or osteopathic physician licensed in this state or any other state.
