Those persons adversely affected by the enforcement of these interpretive rules desiring a contested case hearing shall do so in a manner prescribed in Rules of Procedure for Contested Case Hearings and Declaratory Rulings, West Virginia Department of Health Procedural Rules, Series 1, 1983.
