The Commissioner may make as many inspections as necessary, during the construction, installation, modification or operation of a water well, pump and pumping equipment to determine compliance with the applicable provisions of this rule and the Bureau's rule, Water Well Design Standards, 64CSR46. An inspection may include, without limitation, water sampling for the detection of any contaminants, the documentation of a violation of construction standards, technical procedures, or any other requirements established under the rule. The owner or occupant of a dwelling, establishment, or land where a water well is located shall provide the Commissioner access for making the inspection. The Commissioner shall record the findings of inspections on forms prescribed for the purpose.
