Section 36-23-10 - First Aid Requirements
10.1. First aid and medical attention. First aid services and provisions for medical care shall be made available by the employer for every employee covered by these regula­tions.
10.2. Medical services and first aid.
(a) The employer shall insure the availability of medical personnel for advice and consultation on matters of occupational health.
(b) Provisions shall be made prior to commencement of the project for prompt medical attention in case of serious injury.
(c) Each surface construction operator shall maintain at each work site a fully equipped first aid station.

The first aid equipment required to be maintained shall include at least the follow­ing:

(1) One (1) 36 unit first aid kit
(2) One (1) broken-backboard
(3) One(1) stretcher or stretcher basked
(4) Two (2) cloth blankets
(d) All first aid supplies required to be maintained under this section shall be stored in suitable sanitary, dust-tight, mois­ture-proof containers and such supplies shall be accessible to the construction workers.
(e) No first-aid material shall be removed or diverted without authorization, except in case of accident in or about the mine.
(f) Proper equipment for prompt transportation of the injured person to a phy­sician or hospital, or a communication system for contacting necessary ambulance service, shall be provided, at all times.
(g) The telephone numbers of physi­cians, hospitals, or ambulances shall be con­spicuously posted.
10.3. First aid training of surface con­struction employees. Each surface construc­tion operator shall provide every new employ­ee within six (6) months of the date of his employment with the opportunity for first-aid training as prescribed by the director unless such employee has previously received such training. Each employee shall be required to take refresher first-aid training of not less than five (5) hours within each twenty-four (24) months of employment. The employee shall be paid regular wages, or overtime pay if applicable, for all periods of first-aid training.
10.4. Where the eyes or body of any person may be exposed to injurious corrosive materials, suitable facilities for quick drench­ing or flushing of the eyes and body shall be provided within the work area for immediate emergency use.
10.5.
(a) Emergency communications re­quirements. Each operator of a construction project shall maintain a communication system for use in an emergency.

The emergency communication sys­tem required to be maintained in these regula­tions may be established by telephone or radio transmission or by any other means of prompt approved communica­tions to any facility which has available the means of communica­tions with the person or persons providing emergency medical assistance or transporta­tion.

(b) Arrangements for emergency medical assistance and transportation for injured persons; posting requirements. While employees are on duty each operator of a construction project shall have made arrange­ments with a licensed physician, medical service, medical clinic or hospital to provide medical assistance for any person injured at any construction project.

While employees are on duty each operator shall have made arrangements with an ambulance service, or otherwise provided for emergency transportation for any person injured at a construction project.

Each operator shall immediately after making arrangements required under the provisions of these rules and regulations, or immediately after any changes of such agree­ment post at appropriate places at the con­struction project the name, titles, and address­es, and telephone numbers of all persons or services correctly available under such ar­rangements to provide medical assistance and transportation at the construction project.
