Section 141-58-49 - The National Rifle Association of America Annual Rifle Tournament/Governor's Trophy Match Tournaments

(Paragraph 2-3, NGB Pam 350-6). This tournament is a combination postal and shoulder to shoulder matches. The State is divided into Leagues for elimination firing to determine which teams will compete in a State shoulder to shoulder match for determination of the State Champion Team and the winner of the Governor's Trophy. Team composition is two guardspersons and two junior shooters (any young adult who has not reached the age of 19 during the calendar year in which the state championship for this competition is held) from a company size unit. Guardspersons who qualify may compete as juniors. Unit commanders should support this competition, as it brings young people within the community in contact with the National Guard.

a. For the purpose of control and to make shoulder-to-shoulder matches possible in some localities, the State is divided into leagues, as follows:

b. The Commander of the host unit in each league will appoint a League Witnessing Officer to schedule and supervise league competition. The name, address, business, and residence telephone numbers of the officer appointed will be forwarded to the State NRA Match OIC, 1703 Coonskin Drive, Charleston, WV 25311, NLT 1 Oct each year.
c. ShouMer-to-shoulder matches are desirable, but due to distance between units, this may not be practical. League Witnessing Officers will determine the type of match to be conducted, and will schedule each unit accordingly. All matches will be conducted in accordance with NGB Pam 350-6.
d. Targets for league matches will be scored by the League Witnessing Officer so that scores can be announced upon completion of the match. A roster showing the full name, rank, and score for each team member who competed will accompany the notification of the winning and runner-up team to be forwarded to the NRA Match OIC prior to 1 February. The winning team of each league and also the high runner-up team will fire the shoulder-to-shoulder match in February of each year to determine the State Champion. Exact time and location will be announced by the match director.
e.Course of Fire. The course of fire will be the National Match Course, which consists of 40 rounds for record fired at 50 ft. in four stages as follows:
1). First Stage - 10 rds prone, NRA SB Rule 5.6
2). Second Stage - 10 rds standing, NRA SB rule 5.12
3). Third Stage - 10 rds sitting, NRA SB rule 5.8
4). Fourth Stage - 10 rds kneeling, NRA SB rule 5.10
f.Rifle and Equipment. The rifle used will be the smallbore .22 caL rifle described in SB 700-20, LIN R94840 and R94703 or equivalent. Adjustable plates on issue rifles may be used for horizontal adjustments only. Additional accessories Cue., palm rests, vertical adjustment of butt plates or butt hooks) will not be used. The cloth shooting coat may be used; NRA leather or canvas coats are not allowed. Air National Guard (ANG) weapons must also conform. Trigger must be capable of lifting 3 pounds. The sights to be used will be the metal sight - NRA Rule 3.7(a).
g.Target. Target, Smallbore Rifle (NRA A-17), NSN 6920-00-557-4607 will be used
h.Ammunition. Cal .22 ammunition issued to units is authorized for use by junior members of the unit's team. Match grade issue ammunition will be available for issue to both guardspersons and juniors during the state championship, however competitors may use their own ammunition should they desire.
