Section 11-3-2 - Definitions2.1. Application and enforcement. -- This procedural rule applies to the Board and to any and all individuals desiring to attend Board meetings, to complaints, and to any person involved in a contested case proceeding as defined in W. Va. Code § 29a-1-2(b), 1931, as amended. The enforcement of these rules shall be vested in the Board.
