Section 109-1-3 - Commission Authorized3.1. Sinking Fund Commission. -- The State Sinking Fund Commission is a public agency of the West Virginia State Government, authorized by the West Virginia Legislature in 1921.3.2. Municipal Bond Commission. -- The Commission's name was changed from the State Sinking Fund Commission to the West Virginia Municipal Bond Commission by the West Virginia Legislature in 1977 in section one, article three, chapter thirteen of the West Virginia Code.
