No new certification may be issued under this chapter for a system which an applicant received notice of eligibility from the department of revenue under the cost recovery program (RCW 82.16.120 ), or for a renewable energy system served by a utility that has elected not to participate in the incentive program, as provided in WAC 504-49-200.
