Section 480-14-020 - Rules, general application of rules(1) No rule contained in this chapter can be changed, altered or revised except by general order of the commission pursuant to the Washington State Administrative Procedure Act.(2) The rules in this chapter are for general application only, and are subject to such changes and modifications as the commission may deem advisable from time to time, and also to such exceptions as may be considered just and reasonable in individual cases.(3) A person requesting an exemption from any of these rules must direct his or her request to the commission at its Olympia headquarters office. The person must identify the rule from which exemption is sought and give a full explanation of the reason(s) the exemption is desired.Wash. Admin. Code § 480-14-020
