Section 480-100-610 - Clean energy transformation standards(1) On or before December 31, 2025, each utility must eliminate coal-fired resources from its allocation of electricity to Washington retail electric customers;(2) By January 1, 2030, each utility must ensure all retail sales of electricity to Washington electric customers are greenhouse gas neutral;(3) By January 1, 2045, each utility must ensure that nonemitting electric generation and electricity from renewable resources supply 100 percent of all retail sales of electricity to Washington electric customers;(4) In making progress toward and meeting subsections (2) and (3) of this section, each utility must: (a) Pursue all cost-effective, reliable, and feasible conservation and efficiency resources and demand response;(b) Maintain and protect the safety, reliable operation, and balancing of the electric system; and(c) Ensure that all customers are benefiting from the transition to clean energy through: (i) The equitable distribution of energy and nonenergy benefits and reduction of burdens to vulnerable populations and highly impacted communities;(ii) Long-term and short-term public health and environmental benefits and reduction of costs and risks; and(iii) Energy security and resiliency.(5) Each utility must demonstrate that it has made progress toward and has met the standards in this section at the lowest reasonable cost.Wash.
