The United States Postal Service Domestic Mail Manual requires each county auditor to include on the ballot, ballot instructions, mailing instructions, or return envelope the specific amount of first-class postage necessary to return the ballot by mail. This is not required:
(1) For ballots issued to service and overseas voters;(2) For ballots returned using the business reply mail service;(3) For ballots returned with postage prepaid by stamps, meter, or permit reply mail; or(4) If the county auditor has an account with the post office guaranteeing payment of return postage due.Wash.
