Wash. Admin. Code § 308-100-110
Except as otherwise provided by this section, any person who is outside the state at the time his or her commercial driver's license expires may request a renewal by mail or online as permitted by RCW 46.20.120(3). The department shall not renew an endorsement to a commercial driver's license for the operation of a vehicle transporting hazardous materials by mail or online.
