Section 296-307-40033 - Tank car unloading points and operations(1) Provisions for unloading tank cars must meet DOT requirements.(2) Unloading operations must be performed by reliable employees who are properly instructed and responsible for careful compliance with all procedures.(3) Caution signs must be placed on the track or car to give necessary warning to anyone approaching car from the open end of the siding. The signs must be left up until after car is unloaded and disconnected from discharge connections. Signs must be of metal or other suitable material, at least 12 by 15 inches, and bear the words "STOP-Tank car connected" or "STOP-Men at work." The word "STOP" must be in letters at least four inches high and the other words in letters at least two inches high. The letters must be white on a blue background.(4) The track of a tank car siding must be substantially level.(5) Brakes must be set and wheels blocked on all cars being unloaded.(6) Tank cars of anhydrous ammonia must be unloaded only at approved locations meeting the requirements of WAC 296-307-40025(4) and 296-307-40031(8).Wash.
