Section 200-320-410 - Bid evaluation(1)RCW 41.06.142(4)(d)(i) prohibits employees who prepared the employee business unit's bid or who perform any of the services to be contracted from participating in the bid evaluation process.(2) Members of an EBU or others who provided technical assistance to the EBU in the development of their bid shall be excluded from being evaluators.(3) Evaluators cannot have a personal or financial interest in the outcome of the award.(4) Evaluators shall sign declaratory statements certifying that they have no conflicts of interest and assuring confidentiality.(5) Evaluators shall use only the evaluation criteria stated in the solicitation in evaluating bids.Wash.
