On an annual basis a list shall be submitted to the professional educator standards board which shall include new applicants for approval as an approved in-service education agency, agencies which were previously approved by the professional educator standards board which did not submit an application for the upcoming year, and applicants who did not submit a complete application for the upcoming year.
