In the event of a spill or discharge of dangerous waste during transportation, the transporter must comply with the requirements of WAC 173-303-145, Spills and discharges into the environment. In addition to the notices required by WAC 173-303-145, the transporter must provide the following notifications:
(1) Give notice to the generator of the waste that a discharge has occurred;(2) Give notice to the National Response Center (800-424-8802 or 202-267-2675 or online athttp://www.nrc.uscg.mil), if required by 49 C.F.R. 171.15;(3) Submit a written Hazardous Materials Incident Report as required by 49 C.F.R. 171.16 to the Information Systems Manager, PHH-60, Pipeline and Hazardous Materials Safety Administration, Department of Transportation, East Building, 1200 New Jersey Ave. S.E., Washington D.C., 20590-0001, or an electronic Hazardous Material Incident Report to the Information System Manager, PHH-60, Pipeline and Hazardous Materials Safety Administration, Department of Transportation, Washington D.C., 20590-0001 at http://hazmat.dot.gov; and,(4) For a water (bulk shipment) transporter, give the same notice as required by 33 C.F.R. 153.203 for oil and hazardous substances.Wash.
