Section 173-180-400 - Applicability of Part D(1) Part D applies to Class 1 and 2 facilities.(2) All oil transfer operations at Class 1 and 2 facilities must be conducted in accordance with the facility's operations manual. The owner or operator and person in charge (PIC) for Class 1 and 2 facilities transferring oil with a nonrecreational vessel must ensure that the receiving vessel's personnel comply with the facility's operations manual.(3) Class 1 and 2 facilities must maintain all equipment and perform operations in accordance with the operations manual.Wash.
