Section 8VAC40-150-30 - Eligibility criteria for an initial awardIn order to receive an award, the student must:
1. Be a domiciliary resident of Virginia;2. Be a first-time entering freshman no earlier than fall 2007;3. Have received an associate's degree at a Virginia two-year public institution of higher education;4. Have a cumulative grade point average of at least 3.0 on a 4.0 scale upon completion of the associate's degree program;5. Have enrolled into a participating institution by the fall or spring term following completion of the associate's degree;6. Be enrolled for full-time study in an approved course of study;7. Have applied for financial aid by completing the FAFSA by the institution's published deadline;8. Demonstrate financial need; and9. Have complied with federal selective service registration requirements, unless the following apply: a. The requirement to register has terminated or become inapplicable; andb. The student shows by preponderance of the evidence that failure to register was not a knowing and willful failure to register and that the student complies with federal selective service registration requirements prior to disbursement of funds.8 Va.
